LIHEAP for Renters

The Low Income Home Energy Assistance Program (LIHEAP) helps low-income households pay heating and cooling costs. As a renter, you qualify if your income is below 150% of the federal poverty level or 60% of your state's median income. LIHEAP can pay your utility bill directly, provide a crisis grant if you face disconnection, or help weatherize your unit to reduce costs. Apply through your state or county social services office.

Weatherization Assistance Program

The federal Weatherization Assistance Program (WAP) provides free energy efficiency improvements to low-income homes -- including rentals. This can include insulation, window sealing, furnace repair, and more. For renters, the landlord must consent to the improvements. The program reduces your ongoing utility costs permanently. Apply through your local community action agency.

Utility Company Programs

Most utility companies offer: budget billing (level payments each month), medical baseline rates (reduced rates for households with medical equipment), low-income discounts (CARE program in California, PIPP in Ohio), crisis payment plans, and arrearage forgiveness programs. Call your utility's customer service and ask specifically about "low-income programs" or "assistance programs."

Internet and Phone Assistance

The Affordable Connectivity Program (ACP) provided internet discounts but has ended as of mid-2024. However, many ISPs continue offering low-income internet programs: Comcast Internet Essentials, AT&T Access, Spectrum Internet Assist, and the FCC's Lifeline program for phone/internet. These programs provide discounted service ($10-15/month) for qualifying households.
